Collins is HRNK Non-resident Senior Adviser and author. He is a 37-year veteran employee of the U.S. Department of the Army and served for 31 years in various positions with the U.S. military in Korea\, including several liaison positions with the Republic of Korea military. He finished his career in June 2009 as Chief of Strategy\, U.S.-ROK Combined Forces Command\, Seoul\, Korea. Mr. Collins served the 4-star U.S. commander as a political analyst for planning on Korean Peninsula and Northeast Asian security issues. In that capacity\, he developed strategies and policy and planning concepts in pursuit of U.S. and U.S.-ROK Alliance security interests relative to the North Korean threat and regional security challenges. Mr. Collins holds a B.A. in Asian History from the University of Maryland (1977)\, and an M.A. in International Politics with a focus on North Korean Politics from Dankook University (1988). He was an adjunct professor of political science at the University of Maryland University College from 1995 to 1999. He received the Republic of Korea Sam-il Medal (South Korean Order of National Security Merit\, Fourth Class) from President Lee Myung-Bak and the U.S. Army Decoration for Exceptional Civilian Service by the Secretary of the Army. Mr. Collins is currently a freelance writer focusing on Korean security issues and U.S. interests in Northeast Asia. The welder was from North Korea (Democratic People’s Republic of Korea\, or DPRK). He worked and died in the EU. Researching this tragic death\, our research team delved into all kinds of bureaucratic data\, concluding that annually 500 North Koreans start working in Poland under forced labour conditions. \nWith the labour the DPRK regime earns much-needed hard currency; the workers themselves only see a pitiable sum of the money they earn. Along with the labour\, the DPRK exports its repressive ideological system\, complete with compulsory ideological sessions\, worship of the Supreme Leader and harsh sanctions against rule-breakers – and their family left behind in North Korea. \nThe ‘perfect fit’ between the highly skilled\, disciplined and cheap worker from the DPRK and the insatiable and increasing demand from the international market for cheap labour has created a nightmarish reality for those trapped inside it. This after all is legal labour: the workers come certified by the DPRK state and are given EU work permits and visa. \nDPRK forced labour in the EU unexpectedly also holds opportunities for redress. The abuses take place on EU soil\, so EU laws and international treaties apply. The notion of chain liability allows assigning accountability to all parties involved\, including Pyongyang. \nThe multidisciplinary and international Slaves to the System research group based at Leiden University is committed to mapping DPRK forced labour in the EU\, preparing the way for litigation. However\, we can learn from history to change their outlook. \n            The Human Rights Foundation (HRF) is collecting USB drives for its “Flash Drives for Freedom” initiative. Its goal is to disseminate USB drives with Western movies and information into North Korea to allow its people to see what freedom looks like\, motivating them to fight for it at home. There will also be presentations on North Korean human rights by Alex Gladstein\, Chief Strategy Officer of HRF\, and Jieun Baek\, a Harvard graduate and expert on using information to change North Korea. His revelations have saved re-insurance companies tens of millions of dollars and brought an end to an important method the corrupt regime purloined from foreign sources the funds it needed to maintain its internal oppression. \nIn September 2003\, Kim Kwang-jin and his family rushed to an airport in Southeast Asia to fly to freedom in Seoul\, South Korea. Months earlier\, Mr. Kim lived a privileged life working for the government’s overseas banking operations in Singapore. Then\, Mr. Kim fell out of favor after he was suspected of leaking information about the regime to foreign nationals. Before being summoned back to North Korea to face severe punishment\, Kim made the decision to defect with his family. During his banking career\, Mr. Kim helped earn millions of dollars for what he calls North Korea's “Royal Court Economy\,” i.e.\, the enterprises and often illegal schemes that financially supported the country’s totalitarian regime. \nSince arriving in South Korea\, Mr. Kim has served as an analyst at the ROK Institute for National Security Strategy.  A household name on TV and radio programs addressing North Korea\, he has worked as a consultant for the ROK Unification Ministry as well as media organizations including KBS\, MBC\, and RFA. He is a standing member of the ROK National Unification Advisory Council (NUAC).
