SUMMARY:The Rangoon Bombing Terrorist\, Kang Min-chol
DESCRIPTION:On October 9\, 1983\, North Korean agents planted a bomb at the Martyrs’ Mausolem in Rangoon\, Burma\, attempting to assassinate the fifth president of South Korea\, Chun Doo-hwan. Although Chun was unharmed due to an act of providence\, fourteen South Korean presidential advisers\, journalists\, and security officials were killed\, together with four Burmese nationals. One out of three North Korean assassins survived. This is the story of Kang Min-chol\, the lone survivor of the 1983 North Korean terrorist hit squad. \nThe report launch will be conducted virtually\, via Zoom\, at 10:00 a.m. U.S. Eastern Time (ET) on Friday\, August 12. \nFollowing a presentation by Amb. DESCRIPTION:Moderated by HRNK Co-Chair Emeritus Roberta Cohen \nPresenters: \nDr. Rana Siu Inboden\nAdjunct Assistant Professor\, LBJ School of Public Affairs\nDistinguished Scholar\, Strauss Center for International Security and Law \nNorth Korea and Authoritarian Collaboration in the United Nations: The Human Rights Council’s Universal Periodic Review Process \nThe report Dr. Inboden will feature examines ways that North Korea benefits from protection in the UN human rights system. In particular\, it examines patterns where other authoritarian countries shield North Korea from human rights criticism during the UN’s Universal Periodic Review process by offering praise for the North Korean government\, even in the face of severe human rights violations. It shows that jointly North Korea and other countries\, such as China\, blunt the effectiveness of external human rights scrutiny and monitoring. The North Korean regime and its allies frequently band together in multilateral bodies to shield each other from international human rights pressure. This is particularly evident during the UN Human Rights Council’s Universal Periodic Review (UPR). During all three of North Korea’s UPR sessions before the Human Rights Council (HRC)\, a number of its backers not only defended it but even applauded North Korea’s record.  The most active countries shielding North Korea were China\, Cuba\, and Venezuela\, but they were also joined by Syria\, Belarus\, Russia\, Vietnam\, Iran\, and Burundi. \nGreg Scarlatoiu\nExecutive Director\, HRNK \nNorth Korea and Authoritarian Collaboration in the United Nations: The ECOSOC NGO Committee \nThe report Executive Director Scarlatoiu will feature examines the role of the ECOSOC NGO Committee as “gatekeeper” of international civil society access\, based on HRNK’s direct experience with the process. On April 17\, 2018\, the 54 member UN Economic and Social Council took action on a resolution to grant UN consultative status to the Committee for Human Rights in North Korea (HRNK). The resolution passed with 29 votes in favor\, 6 against\, and 13 abstentions. Six ECOSOC member states were absent. Belarus\, China\, Russian Federation\, South Africa\, Venezuela and Vietnam voted against. This victory for the North Korean human rights cause was the result of a long and grueling struggle to overcome opposition by UN ECOSOC NGO Committee protectors of North Korea. Previously\, ECOSOC NGO Committee members Burundi\, China\, Cuba\, Iran\, Nicaragua\, Pakistan\, the Russian Federation\, South Africa\, and Venezuela had voted against granting HRNK consultative status.

DESCRIPTION:Dear Friend of HRNK and IBA\, \nWe invite you to a Hearing in connection with an Inquiry on Crimes Against Humanity in North Korean Detention Centers that is being led by HRNK and the IBA. The Hearing\, which will be held on March 4\, 2022\, from 09:00 to 17:30 (EST)\, will feature (1) in-person testimony from survivors of North Korean detention centers\, and (2) expert testimony on command-and-control structures in the Kim regime\, satellite images of detention centers\, etc. The goal of the Hearing is to determine culpability for alleged crimes against humanity under the Rome Statute\, ranging from actors at the highest level of the regime (i.e.\, Kim Jong-un)\, to low-level guards who carry out many of the worst human rights abuses. \nFour renowned international jurists – who\, together\, have presided over the most consequential international criminal tribunals since the Nuremberg trials – will preside over the March 4th Hearing: \n1. Navi Pillay (Chair) is a South African jurist and former UN High Commissioner for Human Rights. During her UN tenure\, Judge Pillay appointed Justice Michael Kirby to conduct the landmark UN Commission of Inquiry (2014) on human rights in the Democratic People’s Republic of Korea. She also served as President of the Rwanda Tribunal and as a judge on the International Criminal Court (ICC). \n2. Silvia Fernández de Gurmendi served as the former President of the ICC and currently serves as the President of the Assembly of States Parties to the Rome Statute of the ICC (2021-2023). \n3. Wolfgang Schomburg served as Germany’s first judge on the Former Yugoslavia and Rwanda Tribunals. \n4. Dame Silvia Cartwright is the former Governor-General of New Zealand and served as an international judge on the Cambodia Tribunal. \nThe Hearing will be conducted in-person at HRNK’s home\, the DACOR Bacon House\, 1801 F Street\, NW\, Washington\, DC\, and virtually\, via Zoom. Those participating in person will have to present a form of picture ID and proof of COVID vaccination in order to access the building. DESCRIPTION:Featuring:  \nThe Honorable Tomás Ojea Quintana\nSpecial Rapporteur on the Situation of Human Rights in the\nDemocratic People’s Republic of Korea \nModerated by: \nGreg Scarlatoiu\nExecutive Director\, HRNK \nMr. Tomás Ojea Quintana was appointed Special Rapporteur on the situation of human rights in the Democratic Republic of Korea by the Human Rights Council in 2016. \nMr. Ojea Quintana is a lawyer from Argentina working in the field of criminal law\, human rights and public interest\, representing NGOs and other groups in different cases\, including child abduction by the military regime\, sexual abuses by members of the church\, and business criminal liability for human rights abuses. He is currently the attorney of a universal jurisdiction case on the abuses against Rohingyas. \nHe served as the Special Rapporteur on the situation of human rights in Myanmar from 2008 to 2014\, and previously as Consultant for the Office of the High Commissioner for Human Rights in Bolivia. He also worked as a lawyer at the Inter-American Commission of Human Rights (OAS). This is even more meaningful as David Hawk’s “Hidden Gulag” (2003) was the first report published by HRNK.  In his latest report\, Hawk details efforts by many UN member states and by the UN’s committees\, projects and procedures to promote and protect human rights in the DPRK.  The report highlights North Korea’s shifts in its approach to human rights before and after the February 2014 UN Commission of Inquiry report. In conclusion\, while following the collapse of the Hanoi Summit and the outbreak of the COVID epidemic\, North Korea is currently in an extreme “anti-reform” and “anti-opening” phase. DESCRIPTION:The North Korean regime has been classified in the Open Doors World Watch List as the worst state perpetrator of Christian persecution for the past 20 years through 2021. Only when one contemplates the ‘rivals’ for this designation\, such as Somalia\, Afghanistan\, China\, Sudan\, Yemen\, and Uzbekistan\, among other world-class persecutors\, does the full impact of Pyongyang’s systemic suppression of its Christian population begin to register. The roots of this toxic strain of religious intolerance can be found in the personality and political philosophy of North Korea’s founding father\, Kim Il-sung\, the current absolute leader’s grandfather. The grandson has shown himself no less vitriolic in his distrust and hatred of followers of the Nazarene. Despite overwhelming odds that could have caused its extinction\, the remnant of the North Korean church has endured through over 70 years of relentless persecution. During those decades\, silent external partners of goodwill have desperately sought ways to bring hope\, encouragement and practical assistance to the beleaguered faithful continually under Caesar’s sword. Small pinholes of light in the regime have shed just enough illumination so that those eager to help are able to assist the persecuted. This is going to be the first of our new “Virtual HRNK Author Speaking Series.” For over two decades\, David Hawk has investigated and reported on North Korea’s vast system of unlawful imprisonment. His 2003 report “Hidden Gulag” was HRNK’s first\, and also the first report ever to combine witness testimony with satellite imagery analysis to scrutinize North Korea’s political prison camps. Ever since\, David Hawk has authored four more reports for HRNK\, on both the kwan-li-so political prison camps and the kyo-hwa-so reeducation through labor camps. Please click here to RSVP: https://forms.gle/2GNXXcQC58J5gqJFA. \nDear Friends of HRNK\, \nOn Thursday\, September 10\, 2020 from 11:00 a.m. to 12:00 p.m. EDT\, HRNK Executive Director Greg Scarlatoiu will moderate a Zoom event with James Sneddon\, brother of David Sneddon. In August 2004\, David Louis Sneddon\, at the time a 24-year-old Brigham Young University student\, disappeared in China’s Yunnan Province after traveling alone through Tiger Leaping Gorge. The evidence surrounding his disappearance followed patterns identified in multiple cases of North Korean abductions. \nAs the older brother of David Sneddon\, the only US citizen believed to be held against his will in the DPRK\, James Sneddon is intimately aware and personally dedicated to the return of all DPRK abductees while helping shine a bright light on the abysmal human rights record of North Korea. He believes that only through this lens\, that of the DPRK’s past and concurrent human rights abuses\, will his family gain traction to find out the full truth about his brother and secure his release. James personally searched in China and\, with his father Roy Sneddon and older brother Michael Sneddon\, developed the original detailed executive report utilized today as the launchpad for explaining David’s disappearance. \nJames\, having spent over 20 years working and living in Asia\, has keen insight into Asian cultures\, and is able to carefully leverage his Japanese language fluency and cultural adaptability to navigate the original abduction information sourced from NGOs\, and to consult with Government officials and organizations allied to this passionate common cause. \nProfessionally\, James has spent the past two decades working with the tech companies in Silicon Valley\, including leadership roles with companies including Google\, Intel\, and Qualcomm. \nIn 2011\, HRNK published the report “Taken: North Korea’s Criminal Abduction of Citizens of Other Countries\,” authored by Mr. Yoshi Yamamoto and edited by former HRNK Executive Director Chuck Downs\, together with a team of HRNK interns that served in various capacities. \nAccording to “Taken\,” the number of abductees taken by North Korea may well approach 180\,000. During the Korean War\, by October 28\, 1950\, 82\,959 South Koreans had been abducted and taken to the North. Since the signing of the Korean War Armistice on July 27\, 1953\, an additional 3\,824 South Koreans\, 3\,721 of them fishermen\, have been abducted. Over 93\,000 ethnic Koreans residing in Japan were lured to North Korea\, and most were never allowed to return to Japan. The Japanese government officially lists 17 persons whose disappearances are attributable to North Korean abductions\, while acknowledging that the number of those taken may be as high as 883. News reports estimate that 200 Chinese\, most of ethnic Korean background\, were abducted to North Korea. Over 25 citizens of other countries\, including David Sneddon\, have been seen in North Korea by the accounts of witnesses.
