Professor Gordon Flake is the founding Chief Executive Officer of the Perth USAsia Centre at The University of Western Australia.
Professor Flake is one of world’s leading authorities on strategic developments in the Indo-Pacific. Having spent twenty-five years in the US foreign policy community focused on the Korean Peninsula and Northeast Asia and now seven years in Australia’s Indian Ocean capital he is an expert on key strategic relationships in the broader Indo-Pacific. He has authored many scholarly and policy studies on security developments in the region, and their policy implications for the US and its regional partners.
Since establishing the Centre in 2014, Professor Flake has worked to build stronger international relationships between Australia, the US and the broader Indo-Pacific. He has led the growth of several major international conferences in Australia and the region; and established a range of high-level diplomatic and policy dialogues on issues of shared concern for the Indo-Pacific.
Professor Flake is a sought-after media commentator, particularly on issues to do with US politics and foreign policy and strategic developments in the Indo-Pacific. His work has appeared in many leading international outlets, including the Washington Post, Wall Street Journal, New York Times, as well as across the Australian media landscape.
Professor Flake holds a number of strategic leadership roles. He is a Governor of the American Chamber of Commerce in Australia (AmCham), and serves on the board of the United States Studies Centre at the University of Sydney. He is Co-Chair of the Committee for Human Rights in North Korea, a member of the international advisory board of the David M. Kennedy Centre at Brigham Young University, and on the Board of the Australia Korea Business Council WA.
Prior to joining the Centre, he was the Executive Director of the Maureen and Mike Mansfield Foundation, an Associate Director of the Program on Conflict Resolution at The Atlantic Council of the United States, and Director for Research and Academic Affairs at the Korea Economic Institute of America.
He holds a Bachelor of Arts (Korean) and Master of Arts (International and Area Studies) from Brigham Young University. He speaks both fluent Korean and Laotian.

존 디프리는 1997년 미국 정부에서 은퇴한 이후로 국제금융전략 컨설턴트로 일하고 있다. 1999년 5월부터 2000년도 5월까지 빌 브래들리 대선후보의 외교안보정책 및 대외경제정책 분야 공약 개발을 도왔으며, 1993년부터 1997년까지 클린턴 정부의 수출진흥산업부 차관보를 지냈다. 1985년부터 1993년까지 빌 브래들리 상원의원의 국가안보정책 고문을 지냈으며 상원정보위원회에서 그의 지정 보좌관을 역임하였다. 1982년부터 1985년 레이건 행정부 당시 국방대학교 국가안보전략연구소의 창립이사를 지냈고 1981년에는 경제 담당 국무부 차관보로 근무했다. 1977년부터 1979년까지 카터정부의 에너지국 전략평가국장 및 핵확산방지 국가정보관을 지냈다.

디펜스포럼재단 대표; 북한자유연합 대표; 서울평화상 수상자
수잔 솔티 부의장은 국가안보, 외교문제, 인권문제에 대한 프로그램을 지원하는 비영리 교육재단인 디펜스포럼재단(Defense Forum Fondation)의 대표이다. 1996년 솔티 부의장이 북한의 실상을 대중에 알리기 위해 탈북자를 미국으로 초청하는 프로젝트를 시작한 이후, 북한인권문제는 디펜스포럼재단의 핵심 안건이 되었다. 디펜스포럼재단은 1996년부터 북한 탈북자 중 가장 고위층이었던 황장엽 전 북한노동당 비서, 최주할 전 북한국 대령, 고영환 외교관, 북한 정치범수용소의 생존자 강철환과 안혁을 포함하여 57명 이상의 탈북자를 미국에 초청하였으며, 1998년부터 서울의 북한인권시민연대와 도쿄의 북송자를 돕는 사회(Society to Help Returnees to North Korea)의 미국 협력기관 역할을 해오고 있다. 솔티 부의장은 1999년 의회에서 북한 정치범수용소를 주제로 열린 최초의 청문회를 준비하고 증언하였으며, 이후에도 북한 인권문제를 알리기 위해 의회와 지속적으로 협력해왔다. 솔티 부의장은 북한자유연합 대표와 북한자유주간의 위원장으로서 북한의 인권문제를 알리고 이에 대한 행동을 촉구하는 활동을 하고 있다.

케빈 매캔은 SHI International의 법률 자문위원이자, 북미에서 상위 15위 권에 드는 IT 솔루션 기업인 SHI International의 법률 고문이다. 이전에는 30여 년 간 샌프란시스코의 메이저 법률사무소에서 개인 변호사로 근무하며 반 독점, 불공정 거래, 영업 비밀, 특허, 상업 분쟁 등의 복잡한 사업상 소송 업무를 다뤘으며, 서울의 저명한 로펌인 리앤고 법무법인의 상주 해외 법률 자문으로도 활동하였다. 매캔 자문위원은 미국연방대법원, 제9순회항소법원, 제10순회항소법원, 연방순회항소법원 외 캘리포니아 주의 모든 국가법원, 연방법원, 항소법원에서 활동할 수 있는 자격을 취득하였다. 매캔 자문위원은 반 독점 관련 업무를 수행하는 동료 변호사들로부터 북부 캘리포니아 반 독점 소송 분야의 “최고의 변호사”로 선정되기도 했다. 한국어 구사자이기도 한 매캔 자문위원은 몬태나 주 헬레나에 위치한 캐롤 컬리지를 우등으로 졸업하였으며, 하버드 법학 대학원에서 법학박사학위를 받았다.

텍사스 A&M 대학교 조지부시 스쿨 행정학 책임 교수
앤드루 내치어스 대사는 북한인권위원회의 공동의장이자 텍사스 A&M 대학교의 Bush School 학장이다. 2006년 1월부터 2012년 6월까지 조지타운 대학교의 Walsh School 교수로 재직하였으며, 2006년 5월 1일부터 2006년 1월 12일까지 국제경제개발과 인도주의적 지원을 담당하는 기구인 국제개발처의 총재를 역임하였다. 총재로 재임할 당시 그는 4년간 140억 달러에 달하는 아프가니스탄, 이라크, 수단의 복구사업을 관리하였다. 부시 대통령은 그를 국제재난지원 특별조정관 및 수단 특별인도주의조정관으로 임명하였으며 2006년 10월부터 2007년 12월까지 수단 특사 임무를 수행하였다. 국제개발처에서 근무하기 전에는 1989년부터 1991년까지 대외재난지원부서의 부장으로 근무하였으며, 1991년부터 1993년까지 식량 및 인도주의적 지원부서(현 민주주의, 분쟁 및 인도주의적 지원부서)에서 부국장으로 근무하였다. 그는 미 육군 예비군에서 민원 사무관으로 23년간 근무한 후 중령의 직위로 1995년 은퇴하였다. 그는 걸프전의 참전용사이기도 하다.
Thomas Barker

Robert King
전(前) 미국 북한인권특사
로버트 킹은 미국 상원의 승인을 받아 2009년 11월부터 2017년 1월까지 북한인권특사를 역임했다. 킹 특사는 북한의 인권과 인도주의 문제에 관련해 미국 차원의 노력을 주도한 인물이다. 북한인권특사로 임명되기 이전, 킹 특사는 25년 간 미국 의회에서 일했으며 그 중 24년은 캘리포니아의 하원의원 톰 랜토스(Tom Lantos)의 비서실장(chief of staff)으로 활동했다. 동시에 그는 하원 외교위원회 국장(Staff Director of the Foreign Affairs Committee of the U. S. House of Representatives, 2007-2008), 민주당 외교위원회 국장(Democratic Staff Director of the Committee, 2001-2007)을 포함해 1993년 이래로 외교위원회에서 다양한 전문 직책을 맡아 수행했다. 킹 특사는 매사추세츠 주 보스턴의 터프트 대학(Tufts University)에 있는 플레쳐 법률외교대학원(the Fletcher School of Law and Diplomacy)에서 국제관계학 박사학위를 취득하였다. 그는 5권의 책의 저자이며 국제관계에 대해 40개가 넘는 글을 작성했다.

Jung-Hoon Lee was the Republic of Korea government’s inaugural ambassador for North Korean human rights. Before his appointment in September 2016, he served for three years as ambassador for human rights. He is also the Dean of the Graduate School of International Studies (GSIS) at Yonsei University, where he founded the Yonsei Center for Human Liberty (YCHL). The YCHL has played an active role in raising global awareness of North Korean human rights violations. His former positions include research and teaching at University of Tokyo, Center for Strategic and International Studies, Keio University, and University of California, Berkeley. He is currently a senior member of South Korea’s National Unification Advisory Council and policy adviser at the Ministry of Unification. He received his B.A. from Tufts University, Master of Arts in Law and Diplomacy from The Fletcher School, and D.Phil. from the University of Oxford.

클린턴 대통령 당선자와 크리스토퍼 국무장관 당선자가 윈스턴 로드를 국무부 동아시아 태평양 차관보로 지명, 상원의 승인을 받으면서 윈스턴 로드는 국무부 동아시아 태평양 차관보로 임명되었다. 그는 대사로 재직할 당시 국무부 영예상과 국방부 공로상을 수상한 바 있다. 1959년 예일대학교를 우등으로 졸업하였고 1960년 터프츠 대학교 Fletcher School에서 석사학위를 취득하였다. 그는 기타 다른 대학교들로부터 명예학위를 받기도 했다.

General John H. Tilelli, Jr. retired on January 31, 2000 from the United States Army after over 30 years of service. General Tilelli’s last active-duty assignment was Commander-in-Chief of the United Nations Command, Republic of Korea/United States Combined Forces Command, and United States Forces Korea. During his time in Korea, he commanded the largest standing joint and coalition force in the world comprising over 650,000 soldiers, sailors, airmen, and marines. In addition, he led the theater’s campaign strategy and revitalized Korea’s automated command-and-control and equipment modernization.
General Tilelli’s military career includes serving as Vice Chief of Staff of the Army and the Army’s Deputy Chief of Operations, during which he led the Army’s vision of the Army of the 21st Century and implemented reforms in acquisition and procurement. He was also the commander of the 1st Cavalry Division, Fort Hood, Texas. He trained, deployed, and fought with the Division in Operation Desert Shield and Desert Storm.
Upon his retirement from the United States Army, General Tilelli was appointed as President and Chief Executive Officer of the USO Worldwide Operations. He had responsibility for the operation of over 122 USOs around the world in support of our servicemen and women and their families. General Tilelli led and served on other senior panels related to defense issues.
Currently, General Tilelli is employed with Cypress International Inc. in Alexandria, Virginia, as Chairman and Chief Executive Officer – Emeritus. He served as the former Vice Chairman for Korea Defense Veterans Association and is currently serving on the Korea Defense Veterans Association's (KDVA) Council of Advisors.
In this submission, HRNK focuses its attention on the following issues in the DPRK:
- The status of the system of detention facilities, where a multitude of human rights violations are ongoing.
- The post-COVID human security and human rights status of North Korean women, with particular attention to sexual and gender-based violence (SGBV).
- The issue of Japanese abductees and South Korean prisoners of war (POWs), abductees, and unjust detainees.
This report provides an abbreviated update to our previous reports on a long-term political prison commonly identified by former prisoners and researchers as Kwan-li-so No. 25 by providing details of activity observed during 2021–2023.

HRNK's latest satellite imagery report analyzes a 5.2 km-long switchback road, visible in commercial satellite imagery, that runs from Testing Tunnel No. 1 at North Korea's Punggye-ri nuclear test facility to the perimeter of Kwan-li-so (political prison camp) no. 16.
This report proposes a long-term, multilateral legal strategy, using existing United Nations resolutions and conventions, and U.S. statutes that are either codified or proposed in appended model legislation, to find, freeze, forfeit, and deposit the proceeds of the North Korean government's kleptocracy into international escrow. These funds would be available for limited, case-by-case disbursements to provide food and medical care for poor North Koreans, and--contingent upon Pyongyang's progress
For thirty years, U.S. North Korea policy have sacrificed human rights for the sake of addressing nuclear weapons. Both the North Korean nuclear and missile programs have thrived. Sidelining human rights to appease the North Korean regime is not the answer, but a fundamental flaw in U.S. policy.

North Korea’s forced labor enterprise and its state sponsorship of human trafficking certainly continued until the onset of the COVID pandemic. Through satellite imagery analysis and witness testimony, HRNK has identified a previously unknown potential kyo-hwa-so long-term prison-labor facility at Sŏnhwa-dong (선화동) P’ihyŏn-gun, P’yŏngan-bukto, North Korea. While this facility appears to be operational and well maintained, further imagery analysis and witness testimony collection will be necessary in order to irrefutably confirm that Sŏnhwa-dong is a kyo-hwa-so.
